What is a gas safety certificate?

Is it a legal requirement?
Yes. Under the Gas Safety (Installation and Use) Regulations 1998, landlords who let a property with any gas appliances — boiler, gas hob, gas fire, gas water heater — must arrange an annual gas safety check carried out by a Gas Safe registered engineer. This applies in Scotland exactly as it does in England and Wales.
The key obligations are:
Annual check. A gas safety check must be carried out on every gas appliance and flue at the property, once every 12 months.
Certificate issued. After a satisfactory check, the engineer issues the Landlord Gas Safety Record (CP12). You must keep a copy for a minimum of two years.
Tenant notification. You must provide your tenant with a copy of the record within 28 days of the check being completed. For new tenancies, you must hand it over before the tenancy starts.
Early renewal allowed. You can arrange the check up to two months before the existing certificate expires and the new certificate will still carry the original expiry date — so you do not lose any time on the 12-month cycle.
